Other Amount is disabled

My customer can't click on the other amount, which would enable them to pay using the gift card.
They have a balance of ~338 but the gift card is only for 300, so they need to be able to click other amount and enter 300 to use the gift card. As the full amount is being denied.
How do I change settings so that they can click other amount?

Can you go to Settings>Invoice payments (about halfway down the screen) and make sure you do not have it set to full balance? If it is set to full balance it only allows people to pay the full balance. You can change it to deposit first and it should open the other amount up.
