Leads under minimum rental totals going thru

Lead #79439033 went thru even though the amount is less that what we set as minimum rental total in distance charges. Client was able to place order and make payment. what are we missing that this small order went thru?

The total was not checked, I have checked this and this should no longer be an issue.
