How can I turn off auto booking so that customers can only receive a quote from our website, but not book completely.

Auto-booking has been turned off for you. Settings -> Online Quoting -> Allow Auto-booking -> toggled off this option. When you're ready to turn this back on, you will follow these settings and toggle it back on. Hope this helps!
