I don't think it's possible to do that.
But I would send out an email to customers letting them know the tax law is changing and the updated tax rate may cause a previous $0.00 to reflect the change.
Then let them know you think it's annoying to and as part of your customer service and to show your appreciation for their pre-payment any change under $X.XX will be waived for the customer and absorbed by you for any event that was at $0.00 prior to the tax change.
Then after the change is made on May 1 open all your leads and let the tax update

There wouldn't be a way to preset the system. If you were to recalculate the lead after May 1 it will reflect the change but if the event is booked and paid no change would reflect unless a balace was still due and the lead was recalculated.

You could use this as a possible marketing promo, book now pay now to avoid the increase in tax?
