Showing Delivery Charge Even IF It Is $0?

Is there a way to show the delivery charge even if it is $0?
Right now, the delivery charge only appears if the venue is at an address that is outside the "No Charge" zone.
I would like it to always display even if there is no charge, so it would still be a line item that displays as $0.
