Lead assignment

When a new lead appears, my OPS mgr, Chuck says that he will open the lead to already see his name listed as rep when he did not assign it to himself and the lead is notoriginally his from an earlier event. When I open new leads, I see a blank unless it is an old customer previouslt assigned and nearly always assign it to myself and begin working it. I would like to understand why Chuck's name seems to appear to him when he opens a new lead I apparently have not yet gottenb to review.

Here is how the sales rep permissions work, I also checked Nicks and his is working the same way when he clicks on any unassigned lead it shows his name, I checked the same lead for each of them and also when I was signed it as admin and when signed in as admin it's not showing any sales rep.
The permissions tab on a worker profile will let you adjust how sales reps can work with leads. Below is a description of how each sales rep permission behaves.
A common way to setup the sales rep permissions, are such that the first person that edits the lead is assigned as the sales rep when they save, but they cannot change the field otherwise. For this, you would set the Lead Change Sales rep to none. Then, Set the Lead Sales Rep Assign to Full Access. This will allow them to set it the first time. When they edit a lead without a sales rep assigned, the system will fill their name in automatically. Now, if they want, they can change the sales rep to someone else. Once they save the lead with a sales rep in the field, they will not longer be able to change the sales rep field on that lead.
