keep formatting bar visible while scrolling

when working in any type of page that allows editing, keep the formatting bar visible at all times so that we don't have to keep hi-lighting something then scrolling back up to the top to hit a choice on the bar, then scrolling back down to make another selection and scrolling back up again, etc. This could be on the Inventory page, an html page, etc
I like this idea
