shopping cart not working

Customers cannot advance through the quote process. It has an error message of "select item on list" see screenshot. THis message is vague and could be more specific. After wandering around the site I realized it meant the shopping cart was empty. see second photo attached. It says 2 items in cart but then says shopping cart empty? how can I fix this as no can make online orders currently.

Under the quote tab I am adding items to the shopping cart but the shopping cart is
