You can restrict by total under Settings-->Distance Charges-->Totals.
In the totals section, you can determine what mileage radius you are willing to go out to if they meet the minimum rental total. Once you have this set up, make sure to check the "totals" checkbox at the top of the page and save.

I meant like it will stop customers from only ordering 2 chairs … Iike they have to order a certain amount if they want free delivery ..
