How do I get this activated on my contract link?

Step 2: Make Payment
Right now, there is no option to sign the contract digitally or by mail.... Just to make a payment.

do you have your orders set to require deposit before signature?
that would deactive the sign block until the deposit is made which is a very important step IMO
we always require payment before signature to keep people from signing contract and then backing out without any payment

Yes Greg is correct in the Settings-->Pages/Templates on tour contract page you have it checked to require payment first. Wit this toggled on it will hide the signing until payment is made.
