Need help with distance charges , trying to have it set at

0-14 = free

15-25= 40 (flat fee)

26-45=70 (flat fee)

46-60=140 (flat fee)

I have Restrict By Distance checked ON

Restriction Type Quote checked ON

starting location as company address

However when I go to test the delivery on website going to quote and using an address far enough away I dont get no delivery charge?
