How can I make it so that Tables and Chairs have a minimum of 4 or more have to be selected in order to provide a quote?

We do not have a feature for this at this time. The only thing similar to this we have would be a "Minimum rental total" restrictions. ex: The customer must rent at lead $75 worth of equipment for a deliveries up to 10 miles.
This would be set up in Settings->Distance Charges->Restrict by: Total.
