Remove Start Time/End Time on Event Calendar

How can I remove the Start Time/End Time on the event calendar? I just want the customer to tell me the dates.
If this can't be done is there a way to restrict the the time so they can't select a time before 1PM?

We can put time pickers on the website so they can't choose an event time before 1, what would you like for the end time to be?

Maybe do this instead. Make it so they can't pick a time before 12 PM and then make the end time their choice so they can pick a time.
