Permission to modify other workers

Hello
I have a worker: Julie Nolin, and i want her to be able to modify all workers. I gave her the permission and she is now able to modify several workers but not all.
For exemple: she can't modify those
Frederique Jourdin Duval,
Cedric Paré
Juliette Lachance
And i don't know why

If those workers have higher permissions than Julie Nolin, she won't be able to modify them.

Where do i see if they have higher permissions ? Or where do i give Julie higher permissions then them ?

All of these workers have Settings Packing List Statuses set to Read Only and Julies is set to None. Change this and this should take care of it.
