I know there is overnight/single/multi option available for cart but what about the io checkout page(io_quoteform)? when I make changes to the cart settings it seems to not comminate with the wpcheckout page (io_quoteform). I would ideally I like to have a default option of overnight on both pages and where it will automatically default to 2pm start time and next day at 7am as endtime. Can this be done?

You need to click on the Settings gear, go into Online Quoting and make sure multiday checkout is on as well. I ran into the same issue and only enabled in Wordpress. As for the default times, not there yet so I can't help with that.
