Question on Fee(s)

I currently use the fee feature to charge my clients a surcharge instead of a tax. I currently have it set to 9% fee on total. I recently went to add an option to the current rental and after hitting the update tab I noticed that the fee amount stayed the same. I was just curious to what I might of done wrong. Thanks.
Initial Rental
Rental Item: $299
Delivery: $36.21
Fees: $30.17
Total: $365.38
Then I added: $149
and the Fees remained at $30.17.

When you hit update, you have to either clear the fee amount or check the recalculate checkbox to have it recalculate the fee.
