filter not showing under promotions

I have created a filter" Inventory" to pull all inventory into a promotion "winter10." However, the filter is not showing the search box under promotions. I have refreshed multiple times and logged out and back in

the filter is "Inventory over $150" and the promo is not saved, because it requires the filter that is not appearing

I have this set for your for your jumparoundva location. The special is called Winter10 I created a new filter and named it Delivery 10% off.
