Is the only way to let a customer order Sno-Cone Supplies is to have them as a rental? I currently have them as an accessory to my sno-cone machine. I have customers sometimes that just want the supplies.

Yes. However, you can use a rental as an accessory to other rentals as well. So if the supplies are setup as a rental, they can be shown to the customer individually and still as an accessory to your sno-cone machine.
Technically you could make a new rental called Supplies as well that lists any supply accessories without changing the supplies to a rental item. That's another option.
