Is there a way to make a coupon or package for when they choose past Customer it will automatically give them a discount of whatever I choose?

Yes. I would recommend making this a coupon code. Change the drop down at the top left to "events" and put a 1 in the box. This would mean the customer has to have 1 past event with you to qualify for the promo.
