Specials/Packages dont mix well?

I currently have a special with our concessions ($40 off when renting with inflatable) and a package deal ($189 for Bouncer, Concession and tables)
I am running into an issue where both discounts are being applied to the same order, $189package - $40concession special. Is there any possible way to setup where I can have both discounts apply seperately but not together?
