Setting up a discount based on Venue location

Hello, I’d like to setup a 20% off of the total for leads with a venue in Vallejo, CA or Benicia, CA. I created a Lead filter, using Venue Zip and included the appropriate zip and then used that filter to set up a discount in the promotions and fees setting but when I tested it (by manually entering a lead), the discount did not appear. Please let me know how I can update this to make the discount apply. Thanks

Thank you, how do I test this? The discount is appearing in the test event, see screenshot attached.

This is set up as a coupon code so it won't show until you select the coupon.

We can switch it to a special instead would you like for me to switch that? then it would automatically apply each time that location is added.
