Default Event Start Time

I've adjusted my default event start time to 3:00 p.m. and have it running for 8 hours until 11:00 p.m. under my general preferences but when people do quotes and bookings. It goes back to my previous default time of 13pm-11pm? Why?

Goes back to 12pm-11pm
