Do we have to pay to add Facebook and other media to our IO website page? I followed the instructions and it will not let me add Facebook because I do not have Elementor Pro.

If you have an IO website, you should get elementor pro with it. If you did it separate from IO, then you may have to pay extra. But not to IO.
