There is a way, but it's not bulletproof. You'd have to make sure your customer profile merging settings are set up well. If a customer somehow can create a new profile for every lead, they'll be able to use the code again.
BUT if you wanted to try, you could create an optional field for this coupon. It would need to be a lead/customer type field so it shows on every lead but is home on the customer profile. When someone uses the code, you'd want to create an automation that checks the box that it's been used. Then Create a filter for the coupon that looks for that optional field and allows it if it's not checked.
