Items in Shopping Cart don't get excluded from Quote when removed.

I was doing a test run of my site's functionality when I noticed a problem between the shopping cart on my site and the quote page that shows up after pressing "Get A Quote!" If I try to remove an item from the shopping cart (to edit my order) and then request a quote, the removed item will still show up on the quote itself (see photos below)


I have noticed that customers put in multiple quotes, each one displaying different items and prices. I imagine that since they can't edit their order in the cart, they have to start the order over completely (thus entering multiple quotes). Does anyone know how to fix this? I've tried AI and came up empty. Thanks!

I just checked the site again and the issue still persists. It seems to occur when I click the "Edit" button at the bottom of the quote page. The button takes me back to the cart. If I make any changes to the cart at this point, the quote in the system doesn't update to reflect the desired changes.
