Delivery Fee: Make final balance for rentals at least $100 if rentals totals are under $100

Ok,
I just want the system to be able to charge the customer a delivery fee up to $100 if their rentals are under $100.
I want $100 to be the minimum I will get for any delivery we do.
For example: Chairs and tables total is $65. Charge $35 delivery fee. Total = $100
I know it's in Promos and Fee's but can't figure out how to do this.
I was attempting to put in this setting and I got a couple that said "Spend $100" pay a fee of $100.
I don't want to resrict the auto booking but I want to make sure the customers are charged a proper fee for small ticket items.
Not sure what I'm doing wrong.

We don't currently have a way to do that. All you can do is restrict the customer so that they get a message saying they need to add items to get the price up to the minimum.
