Filter I created not showing up when creating a Promo

I have created a new filter for specific inventory items and it filters them perfectly. I am trying to apply a promo code but when making a new promotion the filter does not come up for me to filter the promotion. How do I get this filter to add to the list of filters in the promotion creation page?

Yes, this must be a leads filter to show up to be used for a promo code, you have this saved as an inventory filter

If its a rental type filter it won't show. It has to be a lead type filter.
