I'm not sure I understood your question, but I think I do: If a rental is in use somewhere in the system (ie: an old lead or in a promotional package) it cannot be deleted. However it can be made inactive (which effectively deletes the item but retains it's history).
To make a rental inactive:
1) Open the rental in your inventory settings.
2) Click "Edit"
3) Open the "Advanced Features" area
4) Uncheck the "Rental Active" checkbox
5) Click "Save"
