Is it possible to set up filters that;

If " X unit" is added to a quote then the delivery fee should be NO LESS THAN $100.00

Correct.

For Example, our distance charges is based on ZIP CODES but if we're delivering a tent along with a moonbounce to a zip code that is normally $55.00 we want IO to automatically recalculate the delivery fee to be no less than $150.00 since we now have a tent to set up too.

This is not possible to do with the distance charges.
