I am also having this same issue... I get this when I try to check out from my website - it will not let me check out, It will only let me request a quote. I can't figure out what setting I have messed up.

when I get this message. I have added something to the cart, and proceed to hit the check out button, fill in all the correct information, and at the end when I try to submit I get the exact same wording. I have tried several times now.
