Custom event start and stop times

I have my default event start time set to 11:00 with a duration of 7 hours. This works for 80% of customers, but often I get calls with a customer wanting to start earlier or end later. How can I set it up for the customer so that they can select times outside of the default time frame?

You would need to get rid of the time pickers in the wp settings in the IO plugin for the cart. This would allow customers to choose different times. As of right now they can only choose 11am to 6pm.
