Creating x2 Orders with one Quote

Hey team,
Just wondering what's going on here.
I'm in the final stages of testing before migrating all 353 bookings over, so I’ve been playing around with the ordering process. I've noticed that sometimes a single customer ends up with two separate orders—one of them ends up marked as “Partial.”
Can someone explain what’s triggering that? Is it a bug or just part of how the system handles incomplete submissions?

Partial means they started the form with name email and clicked "next". IO then saves their information. If that's as far as they get the first time and then come back, it may create a second lead.

If you go to Settings-->Online Quoting there's a spot to add more minutes to "Lead Update Time" If you add more time it can help with the customer creating duplicates..instead it allows them to edit their current quote within the timeframe set
