Alert customer of Free Delivery!

How can I get IO system to alert the customer with a saying "Congrats you qualify for Free delivery for your event!" This would be for only customers who qualify, in hopes it it pushes them to check out during the quotes.

1. Create a filter
Example: Lead distance is less than 5
2. Go to promotions/Fees
3. Create a new promotion, give it a name and select Special
4. Apply the filter you selected. Set the amount you want to deduct (Example: $10)
As the customer checks out when they get the confirmation screen it will look like this: (see screnshot)
