If I do not want a promo code for a discount to be used with other promo code discounts and I don't select "use with other promo/fee codes" It will not allow the customer to stack multiple coupons. But will it all them to use a coupon if a fee is automatically applied?
Also, do I have select that option if I want multiple fees to calculate, like a concession cleaning fee and max capacity for example?

This is exactly right --for discounts you don't want to allow and then for fees that you may want to allow more than one fee to apply you would want to allow this.
