How can I install a external plugin ?

The question is in the title. :) I don't have the option to have access to other external plugins unlike my other wordpress sites

I have our web team looking into this so I will keep you updated. Do you need this feature on all websites or was it for a specific one?

It looks like all of your websites are on multisites, so you would need to navigate to the Network Admin and add plugins there for them to show up on the other sites.
