I tested the new Quote tooling I hit Book Now and at the top it says that someone will contact you shortly. Why can't they book and pay for that event immediately? Do I have it setup wrong?

They can auto-book as long as they meet the requirements for auto-booking:
- under Settings->Payment Options you have it set to require the event date to be at least 14 days in advanced
- the items requested must also be available
- it also checks the business hours and distance setting restrictions if set
If they don't meet all of the qualifications then it doesn't allow them to auto-book and it behaves as you described it with the 'contact' message.
