Line items not copying

When I copy an event the line items are not copying to the new lead.
I tried copying order #21230285
IO created a new order #33304555 but none of the line items were copied over to the new lead.
It doesn't matter if I try "Save As Copy" or "Copy and Close"

Quick add items or inactive items do not copy over to a new lead. They would have to be saved items in the software.
