Special setting for first time customer

I wanted to create a Special for first time customers, but it won't let me put a number less than 1 for "event" in the special rule. Is there another way to do this?

Unfortunately we don't have a way to do that. The 'repeat customer' promotion allows anyone with X events OR MORE to qualify.
