I need to enter Customers who are based outside the United States but the customer fields do not allow for entering foreign countries.

I see, and as far as Customers who are based outside the US? It looks like you can put in a country abbreviation but it doesn't allow to chose or manually input states besides those in the U.S.

Once you save a lead without changing the state it will recognize the country code and allow you to change the state manually (see screenshot)
