Customers getting contract when they aren't supposed to?

I have my "send contract" setting set to manual; however, customers are somehow signing a contract even though I havent sent them one.
Just curious what Im doing wrong - thanks!

Online customers were able to click on the "book now" button and would take them to the contract. I stopped this...if they try to book it gives them a message that someone will contact them. I was able to make this change under Setting-->Online Quoting. I just changed the "Online Booking Allowed" to NO
