Anyway to have the recommended volunteers already filled in for a customer who autobooks?

The only option is Settings->General Settings->Automatically Set Volunteers Needed. It will do it for all new leads.

I have always had that option selected and it still doesn't not auto populate the volunteers required section on the contract tab. I have all more inventory set up for volunteers.

Both your delivery methods are set to charge for staffing. This feature is used for when the customer pays to have your staff attend and supervise each rental, so it's using the "staff to send" field instead of volunteer attendants.
