Inventory Item Not Allowing Inactive

I have an inventory item that has been sold and I cannot select the inactive option. It was linked as a sibling item caused by packages, and I did remove it from the package item it was connected to, but it is still not allowing me to make it inactive. Any thoughts?

Go ahead and try again. There was still a build qty set on the concession packages
