distance charges outside of my area

I have my distance charges set up by zip code but people outside of the zip codes I've entered keep submitting requests. I don't want people outside the zip codes i've entered to be able to submit a request. I tried uping the delivery fee to a number that would be too much for them and they still are requesting. What do i need to do to just exclude them.

I have this fixed for you, you had 2 zip codes on your zip codes 01982 and 01983 that were restricted, so I removed them and it fixed it. So now only zip codes that you have listed will be able to even get a quote.....

Im having the same problem, not sure how to fix it? even when i check to see on my website if i deliver to them it says we deliver for free,
