How to add note to customer in the quote page!

I have noticed customer are creating quotes and they do not make the payment and their quotes goes as contracted because they click "book this event". How can i add the following note to our quote page. " Reservation is not complete until payment is made".
Also how can we delete the option of other amount in the PayPal section. I just want the customer have the availability to pay deposit and/or balance.

I've removed the "other" payment option.
Where did you want the "Reservation is not complete until payment is made" message displaying? By the button that says "book this event" ?
We could also change the text of the button to "Book and Pay Deposit" or something similar.
