I know there is a way for employees to request off of a shift that is already scheduled for them, but is there a way for employees to note when they will not be available on the workers site, so they don't get scheduled?

No, not a traditional way. BUT some clients have been creating a "dummy" lead for the dates/times these workers ask off and add them to the "shifts" so they cannot be scheduled at that time on an event.

Another option is to use a column on the delivery planner. Name one of the vehicles "Vacation", then schedule vacations there.
