Accidental Damage Waiver Issues

Hello,
I have the damage waiver added to quotes and back end admin section but i have found out that this fee is automatically being added to customers orders if they meet the filter criteria. I need some help with keeping the checkbox present on the pages but not have it automatically applied. I want the option available but not done automatically. Please and thanks for the help
