Setting up delivery charges by neighborhood

I have many neighborhoods that charge commercial access fees. how can I set up option to have them select neighborhood, that then populates that entry fee into their quote?

Restricitng by zipcode or distance is not sufficient in this case. Multiple neighborhoods within same zip and distance but gate entry fees differ. How can I place charges based geographically, not just by zip or distance?

We could possibly do this with optional fields and have them select the neighborhood they are in during checkout, then the fee would be attached at that point? Please let me know if you would like to try this?
