Automation Option to add an "IO Phone Custom Rule" based on a filter

When equipment is out after "business hours" (when phones go to voicemail) I want my active customers to still be able to reach us in case of emergency. Can the dev team build an automation to automatically create an IO Phone Custom Rule that begins at start time, expires at end time, and only applies to the phone numbers on the lead?
