Filter for early/late leads: Lead Start Time requires a date value?

I'd like to create a Fee/Promotion that assesses a $20 fee for leads that begin before 8 am, or end after 8 PM.

I'm stuck on creating the filter for the Fee because the Lead Start Time criterion doesn't have a time input--it asks for a date. Same goes for the Lead End Time criterion.

Is this a bug, or am I misunderstanding how to use it? See screenshot for detail.
