Need fix for automatic quotes being sent when setting is NO

I had this issue 5 months ago where system is sending automatic quotes when setting is set to manual.

So there is a process flow issue then.... I have Customer Quote set to manual, so if I do not send them a quote, they should not get the recent quote (admin created) to Recent quote (customer created). However, even if I do not send them the quote, they are getting the remainder emails.
How can we fix, so that remainder emails are sent out only if a quote was originated and sent to them.
